Bootstrapping on SEAL

Abstract:We implement bootstrapping of RNS-CKKS on SEAL, a homomorphic encryption library released by Microsoft. And we measure the accuracy of encrypted data after bootstrapping for various parameters, which allows us to do more than thousands of homomorphic operations.
